Welcome

Collective bargaining in public education, traditionally, has positioned teachers unions and school districts as adversaries. But increased expectations for student achievement require a new dialogue involving a broader range of community stakeholders and focusing on the needs of students.

This Web site grew out of the conference Collective Bargaining in Public Education: A New Dialogue, which offered a first step toward examining the role of state policy-makers, teacher unions, and local school districts in creating the conditions and supports essential to improved outcomes for all students, especially in large urban districts.
More about the conference

Donald Carcieri
Rhode Island Governor

Excerpted from the opening remarks:
Teachers unions are in a unique position – they must not only look out for their members, but also for the attainment of their constituents. In the private sector, there is an integration of unions and management around the shared goal of the success of the institution as a whole – this is beginning to happen in education, too.
