The Detroit Annenberg Challenge set the goal of building school cultures of continuous improvement and created a "learning laboratory" of 42 schools. The schools were organized into 10 clusters creating a network structure. With the common goal of increased student achievement, the clusters fostered dialogue, support, and focus in developing improvement plans. Each cluster researched and adopted a comprehensive school reform model that fit the specific needs of their school and community. These comprehensive and systemic efforts, along with professional development and technical assistance, resulted in increased student achievement, parental and community involvement, and investment by external partners.
