This tool provides a framework and guidelines for district leaders, community stakeholders, educators, administrators, parents, and students to map out the process of transforming their high schools to meet the needs of all students. Originally, it was designed by the Academy for Educational Development and the Annenberg Institute to assist the seven school districts involved in Carnegie Corporation's Schools for a New Society (SNS) initiative, a national initiative designed to reinvent urban high schools.
