DISTRICT TASK FORCE RECEIVES PHASE II FUNDING
SCHOOL COMMUNITIES THAT WORK, the Annenberg Institute's National Task Force on the Future of Urban Districts, has been awarded a $900,000 grant by the Carnegie Corporation of New York to begin the second phase of its work in urban district redesign. The Task Force will use the "Portfolio for District Redesign" (developed during Phase I) in its work with selected urban school communities that are prepared to redesign their supports for education and marshal local resources to create a "smart district."

RESEARCH AND EVALUATION: A Partner in School Reform
The Annenberg Institute has published "Research Perspectives on School Reform: Lessons from the Annenberg Challenge," a collection of essays about the intentions and achievements of a cross-section of Annenberg Challenge projects. Written by project directors and local evaluators at seven of the project sites, the essays describe what the projects set out to do and how the partnerships between Challenge research and program staffs at the sites helped clarify and refocus the work over time. The volume features an introduction by Brenda Turnbull of Policy Studies Associates, who collected and edited the essays, and a preface by Institute Executive Director Warren Simmons and Deputy Director Michael Grady.

SUPPORTING SYSTEMIC CHANGE: A Guide for District Leaders
The Annenberg Institute's National Task Force on the Future of Urban Districts has published a guide to help district leaders build effective relationships with organizations that support systemwide change. "A District Leader's Guide to Relationships that Support Systemic Reform" identifies essential elements for building and maintaining successful partnerships, including a series of questions to ask before and during the relationship. The guide is an addition to the Task Force's Portfolio for District Redesign.

The 18-page guide, an addition to the Task Force's "Portfolio for District Redesign," was adapted from a study by Kronley and Associates, who take a first-ever look at factors affecting the quality of the relationships between districts and "reform support organizations." The 68-page study, commissioned by the Task Force, will be released in early May.
GOOD TEACHERS FOR URBAN SCHOOLS: Getting Them and Keeping Them
Annenberg Institute Principal Associate Ellen Foley coauthored an article with Joseph DeStefano of Learning Communities Network that appeared in the Commentary section of the April 16 issue of Education Week. "The Human Resource Factor: Getting-and Keeping-Good Teachers in Urban Districts" highlights the work of the Institute's School Communities that Work task force and the concerted efforts and strategies of Boston, Houston, and Montgomery County districts on developing aspects of their human resources environment to "create the context for success."

STAFF OPENING IN DISTRICT REDESIGN
The Annenberg Institute currently has an opening for a Principal Associate to manage the implementation of Phase II of School Communities that Work (SCtW), the Institute's National Task Force on the Future of Urban Districts. The Principal Associate's primary responsibilities will be to introduce the tools and resources in the SCtW's "Portfolio for District Redesign" to organizations, networks, and districts and provide ongoing support and consultation on its use, and to deploy and manage consultants and SCtW staff who will provide direct, site-based assistance to a limited number of districts and communities around the country that pilot the use of the Portfolio as a framework for district redesign.
