BUILDING CAPACITY: Tools to help districts help schools
The Annenberg Institute's School Communities that Work — A National Task Force on the Future of Urban Districts — has released its latest newsletter, focusing on supports for building capacity to support entire systems of effective schools. The Task Force's Design Group on Building Capacity for Quality Teaching and Leadership is in the final stages of developing two tools that help build capacity: the "Generally Accepted Principles of Teaching and Learning," compiled from a variety of sources; and a structured protocol for assessing whether a district (or other learning support organization) is providing adequate resources for good teaching and learning.

ACCOUNTABILITY AND STANDARDS-BASED REFORM: More than test scores
The Annenberg Institute — in collaboration with the Council of Chief State School Officers and the Cross City Campaign for Urban School Reform — recently convened a National Accountability Network comprised of teams from state, district, school and community levels in five states. Over the next several years, participants will work together to design and implement accountability systems that effectively support school improvement in a standards-based reform environment. Materials developed for and emerging from the Network will be available in print and on our Web site. The first of these is a matrix outlining the implications for districts, schools, and teachers of the new ESEA legislation.





LITERACY, DIVERSITY & EQUITY: Moving beyond the basics
The Annenberg Institute is collaborating with Brown University's Education Department and the LAB at Brown to sponsor an invitational "working" conference on "Literacy, Diversity & Equity in the Context of Reform" April 25–27. Participants will address issues of literacy learning in the developmental period beyond emergent reading and writing — the years in which students develop and solidify the skills they need for success in high school and beyond. The conference will focus on ways to provide equitable opportunities for the literacy development of students from diverse backgrounds.

HELPING LEADERS LEARN: Professional development for reform
The Annenberg Institute supports leadership learning that supports innovative reform for school and district leaders at several Annenberg Challenge sites. In early April the Houston Annenberg Challenge hosted a meeting at which participants from several Challenge sites shared ways they are providing and supporting ongoing learning for district leaders. At various sessions they explored research-based practices for ongoing adult learning, development of professional learning communities for themselves and others, and ideas for developing local/national networks of district leaders.





CRITICAL ISSUES IN SCHOOL REFORM: Turning talk into action
The Annenberg Institute, in collaboration with the Annenberg/CPB Channel, produced an eight-part series on innovative practices in public engagement and professional development for K-12 teachers, administrators, parents and civic leaders. "Critical Issues" explores how eight communities and their schools are collaborating to adapt, implement, or even invent tools to make real improvements in student achievement. The program airs via satellite downlink on multiple dates starting April 11 and in the summer starting July 1.
