Many well-designed education reform efforts fail to make much of an impact or are swept aside by the next new thing. How can educators and communities ensure that reforms will last? The new issue of the Annenberg Institute's Voices in Urban Education looks at "Sustaining Reform," offering five encouraging stories of reform efforts that are built to last and important lessons about what it takes to sustain reform over a long period of time.

DESIGNING TOOLS FOR SYSTEM REFORM: A Gates-funded collaboration
The Annenberg Institute has been awarded a $3 million grant by the Bill & Melinda Gates Foundation to develop and produce tools that can help districts take effective reforms systemwide. The Institute is one of several organizations collaborating on this four-year research and development project. The focus of the Institute's work will be in three areas: systems redesign, data-informed decision making, and civic engagement.

SEEKING APPLICANTS: Urban Education Policy Program gears up
Brown's new master's program in Urban Education Policy is moving quickly toward its inaugural term, which begins in June 2006. The UEP program, a collaboration between the Annenberg Institute and the Education Department, offers a rigorous 12-month, 10-course program, including a two-semester internship at an education policy organization. The deadline to apply for financial assistance is January 2; other applications will be accepted through the end of March. Applicants are being actively recruited and referrals are welcome; contact the program administrator, Ann D'Abrosca (see below).

Tools Logo ENGAGING STUDENTS IN REFORM: How to use practices effectively
The Annenberg Institute's Tools for School Improvement Web site has introduced a new section, "Tools in Practice," designed to help practitioners understand effective use of tools in a specific topic area. The first topic area is Student Engagement. The section offers an overview of student engagement, explores the why and how of involving students in education reform, not only for their own learning, but as a valuable resource for school improvement and provides a tool for analyzing students' learning lives.

REFORMING HIGH SCHOOLS: What cities and communities can do
The November issue of Public Engagement Watch focuses on the role that cities and communities can play in urban high school reform. Links include an Education Week article on how municipal and school leaders can move to a common agenda and plan of action for public schools; a report on characteristics of improved school districts' and states' efforts to close the achievement gap; and a collection of online family involvement resources.
