Central Office Review for Results and Equity (CORRE)

Goal
The CORRE process is designed to help school district leaders and stakeholders understand the strengths and weaknesses of central office and assess its capacity to support high academic performance for all students in all the district's schools.

CORRE is not an audit, a consultant report, an external review, or any other practice commonly done to districts. Districts that participate do so voluntarily, motivated by a strong desire to look closely at their central office practices and improve their work with schools.

Participants in CORRE identify high-priority issues in the district, examine quantitative and qualitative data about it, and develop plans and determine actions for improvement. By participating in CORRE, district leaders model a collaborative approach to the district's challenges and build ownership for potential solutions.

CORRE was developed by School Communities that Work: A National Task Force on the Future of Urban Districts, created by the Annenberg Institute in 2000. The Task Force developed a vision for and identified the key functions of “smart districts” and concluded its work with the publication of the Portfolio for District Redesign — a series of tools, including CORRE, to help districts perform these key functions.

What We Do
CORRE is a process carried out in partnership between a school district and the Annenberg Institute to help the district transform itself into a "smart district."

CORRE brings together an Action Team made up of leaders from the district (central office staff, board members, teachers, principals), and the community (community-based organization leaders, parent leaders, foundation officers), facilitated by Institute staff and consultants who are experienced in content areas, systems and culture change, and leadership for learning. The Action Team works over several months to gather data, identify issues, and propose action steps.

The content of CORRE is customized for each district. Key areas in which findings often emerge are communications, relationships within the district and with external partners, and culture.

CORRE reviews have been completed in partnership with the East Providence (RI) School Department, Newport (RI) Public Schools, Portland (OR) Public Schools, Sacramento (CA) Unified School District, Hamilton County Department of Education (Chattanooga, TN), Central Falls (RI), and the Mobile (AL) County Public School System. Final CORRE reports, news articles, and other documents related to the review in these districts are available online.


Partners & Funders
CORRE is funded differently in different sites, but usually includes a combination of contracts with the school district and/or local or state partners or local or national foundation grants. Support often includes in-kind contributions from districts, partners, and the Annenberg Institute.
