National League of Cities Public Engagement Partnership

Goal
The partnership between the Annenberg Institute and the Institute for Youth, Education, and Families of the National League of Cities (NLC) works to broaden awareness among mayors and other municipal leaders of the critical roles they can play to increase public awareness, participation, and accountability in developing a coherent vision for high-quality K-12 public education in their communities.


What We Do
The collaboration began with a jointly conducted national field and literature survey of promising public engagement strategies in urban settings. This review led into an ongoing association with NLC’s Education Policy Advisors Network (EPAN) to provide elected city officials with site-based technical support, develop new tools for civic engagement, and prepare case studies to document successful practices. Support for EPAN includes the preparation and production of a monthly online newsletter – Public Engagement Watch – featuring news items, research, tools, and funding sources of interest to municipal leaders and their education aides.

The case studies research laid the groundwork for the publication by the Institute of Engaging Cities: How Municipal Leaders Can Mobilize Communities to Improve Public Schools (Fall 2005). The report features case studies of city leaders in Akron, Denver, Long Beach, Nashville, and New York whose path-breaking work has increased public engagement for public education in their communities, as well as a summary of useful strategies and practices of interest to mayors and their policy aides.
