The Institute works with urban districts and their community partners to help them build the foundational capacities of smart education systems. The aim is to create a supporting infrastructure able to ensure high academic performance for all students in all the district‘s schools in all the places where they learn.

Anchored by the Central Office Review for Results and Equity, the Institute’s projects in District and Systems Change develop skills in data use, collaboration, and improvement planning among district leaders, practitioners, and community stakeholders. The ultimate goal is a unified system that supports and sustains quality instruction in an environment of excellence and equity.
