Rethinking District Leadership
In 2006, the Annenberg Institute established the position of Senior Advisor for District Leadership to inform its work on district leadership capacity building and the role of leadership in developing and sustaining “smart districts.”

Goal
Through its collaboration with the Senior Advisor for District Leadership, the Institute seeks to extend the knowledge base about effective leadership practices that improve results and equity for all students in a school system.
What We Do
Dr. Jesse Register, retired superintendent of the Chattanooga/Hamilton County, Tennessee public schools, is currently serving as the Institute's first Annenberg Senior Advisor for District Leadership. His work with the Institute takes two forms. The first is writing and reflecting on the elements of a highly successful urban superintendency, including the history and outcomes of district redesign in Chattanooga and the issues of race and desegregation in the governance and results of school systems. He has written articles on the reform agenda in Hamilton County (City Schools) and on building multiple, complex district partnerships Voices in Urban Education 17 .
The second aspect of his work is contributing to the Institute's technical-assistance support for central office improvement and related leadership capacity enhancement. He and Institute colleagues are collaborating on a culminating activity for the Institute’s Central Office Review for Results and Equity, an Action Phase, which helps districts build an infrastructure for implementation of CORRE recommendations. His second year with the Institute will include papers on rethinking central office leadership and an agenda for future Institute work with districts willing to reconceive the roles, relationships, and practices of leaders.
