With the goal of mobilizing the resources needed to create comprehensive school reform, the South Florida Annenberg Challenge (SFAC) strived to build regional collaboration across Miami-Dade, Broward and Palm Beach counties by developing a common commitment to school improvement. SFAC focused on establishing public/private partnerships that developed innovative reform programs to strengthen teachers' skills, parent and community support, and principal leadership with the ultimate goal of increased student achievement.

Concluding that principal leadership is the key indicator of successful partnerships, the successor organization to SFAC--The Council for Educational Change--focuses upon supporting school principals as effective leaders of school reform as well as fostering quality leadership through public policy.
