By forming the "New Compact Schools," the Sandtown-Winchester community committed itself to improve educational achievement and, as a result, create better life chances for their children. The Compact Schools established four "cornerstones" to accomplish this goal: readiness for school, staff ownership of the learning culture, "best practices" in curriculum and instruction, and shared decision-making for school management. The Compact also recognized the interrelationship between academic achievement and other life functions of a neighborhood including employment, safety, and health. The schools utilized supportive programs including a home-based early childhood development program for families with young children, school-based health and mental health clinics, the renovation of school libraries, a music program, and a Summer Institute for students, parents, and teachers. This initiative not only resulted in higher test scores but has also improved services to the full community.
