This report presents findings from the first year of a three-year study on the implementation and effect of the Quality Teacher and Education Act (QTEA) in San Francisco Unified School District (SFUSD). This study follows a 3-stage analytic process: Document the passage of QTEA* Research QTEA's implementation Evaluate the effect of QTEA This report presents findings from the first year of implementation (2009-10). The focus of the research featured in this report is first year implementation, but we also provide a brief overview of implementation in the 2010-11 and 2011-12 school years for reference. *This phase of the work has been completed.
